Meet the Faculty

Priscilla Waters, MSHA, RHIT

Health Information Management Technology Program Director

Priscilla Waters is a Claxton native and now resides there with her family. She brings to OTC a diverse background comprised of both clinical and administrative experience.

Mrs. Waters served in the US Navy from 1997-2003. At the end of her service, she returned to the Savannah area and completed her BS in Radiologic Sciences at Armstrong Atlantic State University in 2006. She has six years of clinical experience as a Radiation Therapist and three years as a Computed Tomography Technologist. She received her Master’s degree in Health Service Administration in 2011 also at Armstrong Atlantic State University. She is not a stranger to the campus of OTC having completed the MRI certificate program in 2007 and the AAS in Health Information Technology in 2012. She is also an inpatient-coder at Evans Memorial Hospital and brings with her this experience to add to the classroom.

Lisa Kagay, RHIA

Lisa Kagay grew up in Flushing, Michigan and received her Bachelor’s in Health Information Management from Ferris State University in Big Rapids, Michigan. She received her Registered Health Information Administrator (RHIA) credential in 1994. She moved to Savannah, Georgia in 1993 where she worked for Memorial Health System in Health Information Management until 2000. In 2000 she began working as the Health Information Technology Program Director at Ogeechee Tech and received her MBA in 2003 from Georgia Southern University. Lisa and her husband moved to West Virginia in 2006, where she taught for Kaplan University and worked as a coder for Washington County Hospital. In 2008, her family moved back to Michigan where she has worked as a Utilization Review Manager and a Revenue Cycle Auditor for Ascension hospitals and Davenport University. In 2016, Lisa came back to work to Ogeechee Tech as a full time online instructor for Health Information Management Technology


The Health Information Management accreditor of Ogeechee Technical College is the Commission on Accreditation for Health Informatics and Information Management Education (CAHIIM). The College’s accreditation for the Associate of Applied Science degree in Health Information Management has been reaffirmed through 2029. General Information

Health Information Management Technology (HIMT) is a non-clinical healthcare profession. Students are trained in a variety of health information management functions including: organizing, analyzing, processing and evaluating healthcare data; coding diseases, operations, and procedures; protecting patient privacy and providing information security; enhancing the quality of health record documentation; participating in the planning, design selection, implementation and support for information systems; and managing health information in an electronic environment. HIT professionals work in a multitude of settings throughout the healthcare industry.

Program Goals

Health Information Management Technology Degree
The program will provide assurance that the educational needs of students are met and that graduates demonstrate at least the AHIMA entry-level curriculum competencies.

Medical Coding Certificate
Students who complete the Medical Coding program will be prepared to enter the workforce with a knowledge and understanding of ICD-CM, CPT and HCPCS coding systems.

The Health Information Management Technology (HIMT) program is a sequence of courses designed to provide students with the technical knowledge and skills necessary to process, maintain, analyze, and report health information data according to legal, accreditation, licensure and certification standards for reimbursement, facility planning, marketing, risk management, utilization management, quality assessment and research; program graduates will develop leadership skills necessary to serve in a functional supervisory role in various components of the health information system.

Health Information Management Technology AAS Degree Program Mission Statement

The purpose of the Health Information Management Technology program is to provide educational opportunities to students that will enable them to achieve the knowledge and training necessary to obtain a Registered Health Information Technologist (RHIT) credential and succeed in the Health Information Technology field.  The Health Information Management Technology program is accredited by the Commission on Accreditation for Health Informatics and Information Education (CAHIIM). Upon graduation, students will be eligible to sit for the national certification examination. Upon successful completion of the exam, students will receive the RHIT credential through the American Health Information Management Association (AHIMA).


Medical Coding Certificate Program Mission Statement

The Medical Coding Program prepares students for employment in a variety of health care facilities including ambulatory care centers, hospitals and physicians’ offices. The program provides learning opportunities which introduce, develop, and reinforce academic and occupational knowledge, skills, and attitudes required for job acquisition, retention, and advancement. The program emphasizes a combination of theory and practical applications in medical and physicians’ coding procedures.
